Job Description
About the Role:Global Government Relations and Public Policy is responsible for developing, implementing and managing a comprehensive policy, regulatory and advocacy strategy for the business. The aim of which is to mitigate risk, advocate for change to benefit the business and to raise awareness of positive initiatives to secure external endorsement.
This role reports into the Global Government Relations and Public Policy, Head of EMEA who is based in London. The candidate will be based in Brussels and will focus on Brussels-based European Union institutions (the European Parliament and the European Commission) rather than Member State policy, regulatory or advocacy work. However, the candidate should be aware of how the latter impacts the former and coordinate fully with those responsible for the latter.
Core responsibilities will include, but extend beyond:
• Identify and monitor regulatory policy developments across Europe impacting the business with particular focus on competition and related media policy in Brussels.
• Provide key insights, updates, and potential business impact of these developments to your Manager and the business to inform perception and direction. Assist with relevant preparations for reporting to leadership or attending leadership meetings.
• Develop positions and strategies around business priorities, potentially adverse trends/contagions and challenging rulemakings/political strategies and engage in advocacy in support of those strategies. Ensure consistent messaging internally and externally, representing the business views and lead (or secure for leadership engagement) with policymakers, regulators and other stakeholders to achieve desired outcomes.
• Deliver verbal and written briefings and talking points on complex topics to business leaders engaging in outreach.
• Develop and engage in relationships with external stakeholders to shape public policy and dialogue on industry and business priorities, including identifying and building relationships with regulators, peer businesses, business councils, trade & industry bodies with a particular focus on competition and related media policy. In Brussels, build greater awareness of the business as a strong local European investor and build own relationships and relationships for business leads with European Commissioners, MEPs, Permanent Representations, USEU and other influential stakeholders and industry experts and leaders. Engage with wider influential audiences including third parties and influencers (e.g., trade associations, think tanks and academics) to support positioning and advocacy strategy as required.
• Position the business as a key stakeholder within the competition and related media policy sectors in Brussels and Europe with positive government relationships and a reputation for being helpful, insightful, reasonable and willing to partner to find solutions.
• Exploit opportunities around public private partnerships; shining a halo on business investments, achievements and initiatives to secure external endorsement and leverage for other purposes.
• Create opportunities to raise awareness of how emerging political landscapes, regulatory policies and rulemaking may affect the business, the industry's economic growth overall and a territory's investment climate.
• Build relationships and work with a wide range of internal stakeholders (business, legal, finance, communications and external consultants) in determining the business' priorities and the appropriate mechanism for advocacy/response and building relationships for leadership with key influencers.
• Work in collaboration with WBD's Regulatory Affairs Legal team, in particular the EMEA team in Brussels and London.
The candidate will work closely with the Manager, relevant business leaders, legal and corporate communications teams and will also partner with team colleagues in EMEA, the US, LATAM and APAC and external consultants.
About You:
• Extensive experience working with or at the EU institutions in a legal, consulting, strategy, policy, or a related role.
• Strong knowledge of competition issues with a related pre-existing network of contacts within the European Institutions. Familiarity with media entertainment and sports regulation and public policy context preferred but not essential. Likewise with recent EU trends related to the AV sector, content creation, media, entertainment and sport, tax, IP, content protection.
• Expert in the EU (and Member States') legislative and regulatory process.
• Attorney experience preferred.
• Ability to seamlessly work across regions and diverse cultures undertaking travel as needed.
• Strong fluency in legal and EU jargon.
• Exceptional verbal and written communication skills, and ability to effectively engage senior stakeholders across multiple jurisdictions.
• Ease working across a range of complex issues; ability to learn new topics quickly and move between subjects.
• Strong time management skills with ability to manage multiple campaigns, projects, initiatives and time sensitive deliverables.
• Strong initiative, entrepreneurial spirit and creative thinking.
• Highest level of integrity and professionalism.
• Strong and respectful team player passionate about our sector with can-do approach.
