Job Description
Sinclair is seeking a dynamic, motivated leader to work effectively and cross-functionally to solve a wide range of business problems and collaborate with our partner team to implement new business models enabled by Advanced Television Systems Committee (ATSC) 3.0 technology as the Solution Architect, Data Distributions as a Service (DDaaS), part of our Next Generation Wireless Platform . This role requires a leader who can leverage scaled agile large solution management methodologies by adapting them to be the most efficient possible in coordinating delivery of system capabilities that address Sinclair business requirements, DDaaS architecture strategies and Sinclair/partner developed hardware/software.

Sinclair is assembling a team of vendors/partners to develop a DDaaS solution to address the needs of a new and untapped market that re-uses licensed bandwidth using the ATSC 3.0 standard. Sinclair does not wish to be the developer of the many components needed to provide this capability but will supply high-level engineering and architecture expertise and coordination to a team of highly skilled partners. Coordination in this type of business environment will be critical so that system capabilities can be integrated to deliver the overall DDaaS solution.

You will be responsible for coordinating the development plans of multiple vendors/partners, maintaining information radiators that communicate the current state and future plans of all DDaaS development workstreams, be the liaison between engineering/development and business stakeholders, and provide visibility at varying levels of detail to make sure proper oversight is maintained.

The Delivery Manager role is similar to that of a SAFe Release Train Engineer, but since Sinclair is an integrator in this endeavor, not the developer, you must be adept in guiding teams in a multi-vendor/partner environment. You will work with them to develop strategic plans and make sure those plans are understood by all stakeholders. You will have the opportunity to guide business initiatives, provide strategic recommendations to senior leadership, and interface with a wide variety of business functions across the company. The Delivery Manager will work alongside other Sinclair business development mangers, IT architects, engineers and analysts as well as multiple vendors/partners to develop the end-to-end DDaaS commercial offering .

Key Responsibilities:
• Coordinate ongoing activities between the business and other engineering disciplines
• Manage and optimize the flow of value by coordinating delivery of multiple vendor/partner capabilities to a unified system architecture using various tools, such as a program Kanban and other information radiators.
• Establish and communicate coordinated calendars for roadmap deliveries and joint planning events.
• Facilitate joint planning readiness by fostering a continuous exploration process that drives the synthesis of a Vision, a Roadmap, and Backlogs, and through pre- and post- planning events
• Facilitate joint planning events
• Summarize team objectives into program objectives and publish them for visibility and transparency.
• Assist in tracking the execution of features and capabilities at a solution level
• Facilitate periodic synchronization events.
• Assist with economic decision-making by facilitating business value reviews of features.
• Where necessary coach leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets.
• Help manage risks and dependencies, escalate and track impediments, provide input on planning to address critical bottlenecks
• Encourage collaboration between vendor/partner teams and Sinclair Architects/Engineers.
• Work with Product and Solution Management, Product Owners, and other stakeholders to help ensure strategy and execution alignment Improve the flow of value through value streams by improving and assessing the practices associated with DevOps and Release on Demand in the Continuous Delivery Pipeline
• Help drive the Lean User Experience (UX) innovation cycle.
• Understand and operate within Lean Budgets and ensure adherence to guardrails.
• Facilitate System Demos and drive relentless improvement via inspect and adapt workshops
• Foster Communities of Practice and the use of engineering and built-In quality practices

Requirements:
• 10+ years of pertinent experience - various backgrounds will be considered
• Commercial product development
• Lean-Agile development methodologies
• Multi-vendor development environments
• Wireless networking technologies
• Broadcast air chain architecture and operations
• Strong analytical and strategic thinking skills with a high level of intellectual curiosity
• Ability to solve problems creatively
• Excellent communication skills with a demonstrable history of influencing organizations, working collaboratively, and building relationships with all levels of management
• Great interpersonal skills
• The ability to deliver high quality results under tight deadlines
• A bachelor's degree or equivalent experience is required; MBA preferred
