Contracts Specialist - Part Time/20 hours per week (Grant Funded for 2 years)
OVERVIEW
The Contracts Specialist will assist with preparation and review of vendor agreements and help ensure that agreements follow NPR business policies and legal requirements. As part of the search for and engagement of a consultant to study interconnection, the contract specialist will process NDAs and service orders needed to support the search and selection process and assist with coordination and management of vendor information.
RESPONSIBILITIES
• Assures that required clearances have been obtained by the Office of the General Counsel and execution by Finance.
• Assists with negotiating terms and conditions, drafting and editing contracts, communicating with vendors and partners and ensuring that contracts meet all regulatory, business and technical requirements.
• Helps organize and facilitate advisory group meetings. Builds and maintains effective relationships with stakeholders to understand their business, risks, and opportunities and gather/provide feedback to drive collaborative and transparent evaluation processes.
• Assists with the bid process to find appropriate vendors, including coordinating and managing vendor information. Reviews RFI and RFPs for accuracy and completion prior to submission.
• Analyzes price proposals, financial reports, and other data to determine reasonableness of prices; reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.
• Reviews and reconciles invoices, ensuring that they meet the terms and conditions of agreements and purchase orders, and be responsible for processing payments for deliverables and services.
• Monitors and evaluates contractor performance against contract specifications, and recommends appropriate remedial action as necessary.
• Maintains database of contracts. Prepares monthly listing and analysis of contracts.
• Prepares special reports on the contract review process as necessary.

QUALIFICATIONS
EDUCATION: Bachelor's degree plus two years relevant office management / financial administration work experience OR 2 to 4 years of relevant office management / financial administration work experience.
WORK LOCATION: This is a hybrid permitted role. The employee will be required to be onsite at our Washington, DC office at least 10 days a year. The employee must also reside in an NPR supported location based on the number of onsite days they choose.
REQUIRED SKILLS
• Two to three years contract or financial work experience with strong organizational skills required.
• Familiarity with spreadsheet, database, financial and work processing software.
• Practical knowledge of automated accounting systems.
• Ability to communicate effectively both orally and in writing required
• Proven ability to consistently work well with others, demonstrating at all times respect for the diverse constituencies at NPR and within the public radio system .
PREFERRED SKILLS
• Experience working in and/or knowledge of public radio and the public radio system.
The budgeted hourly rate $30-$50.
