Job Description
Responsibilities
The Senior Vice President, Regulatory Affairs (SVP-RA), will report to the Chief Litigation Counsel within NBCUniversal's Law Department and will oversee a team of lawyers and regulatory professionals responsible for a wide range of matters focused primarily on the Federal Communications Commission (FCC). These matters include (1) ensuring compliance by NBCUniversal's owned television station group, with more than 45 full power, Class A and low power television stations serving more than 30 markets, with all regulatory requirements of the FCC and certain other agencies, including FTC and FDA; (2) monitoring rulemaking and other proceedings at the FCC and, where relevant and in cooperation with other NBCUniversal business units, developing policy positions with respect to such proceedings; (3) coordinating with NBCUniversal's parent company, Comcast Corp., on policy and regulatory issues affecting the business interests of NBCUniversal and/or Comcast Corp.; (4) advocating before the FCC and other agencies with respect to the policy and regulatory positions of NBCUniversal; (5) working closely with relevant trade associations, including NAB, NCTA and MPA, on policy and regulatory issues affecting NBCUniversal's broadcasting, video programming and streaming businesses; (6) supporting other NBCUniversal business units with FCC and other regulatory needs, including licensing, compliance and policy; and (7) working with and managing outside regulatory counsel on an as-needed basis, including with respect to transactions with FCC regulatory components, such as station acquisitions.

Responsibilities include, but are not limited to:
• Responsible for all FCC matters affecting the owned stations, the broadcast networks (including NBC and Telemundo) and other business units, including licensing of broadcast and other communications facilities; renewals of FCC licenses; EEO requirements; political broadcasting; accessibility of video programming, including closed captioning and audio description; sponsorship identification; children's programming; content regulation, including indecency; lotteries and licensee-conducted contests; retransmission consent, including triennial carriage elections; biennial ownership reports; annual regulatory fees; spectrum auctions; station modifications and other technical compliance matters
• Work closely with station staff to ensure compliance with FCC and other regulatory requirements and provide regular updates on changes in regulatory environment
• Supervise the development, upgrading and maintenance of management tools, including license databases, master FCC calendar, compliance tracker
• Identify and track regulatory initiatives with a potential impact on NBCUniversal's regulated media businesses and escalate to appropriate business executives for action where appropriate
• Develop and communicate, either directly or through trade associations, advocacy positions on policy and regulatory matters affecting NBCUniversal's regulated media businesses.
• Collaborate with Federal Government Affairs team on implications of legislative proposals affecting NBCUniversal's regulated media businesses
• Partner with NBCUniversal business executives and colleagues in the Law Department to discuss and implement best practices and formulate new processes in connection with evolving business needs
• Manage, advise and support junior members of Regulatory Affairs team
• Other matters as needed

Qualifications/Requirements
• Minimum 15 years of legal experience from a law firm, in-house legal department of a major media or technology company, or the Federal Communications Commission
• Minimum 5 years experience of deep FCC regulations and policies
• Expertise in all aspects of broadcast and media regulation, including FCC licensing and compliance with FCC rules and policies
• Member of the District of Columbia bar or willingness and qualification to be Registered In-House Counsel
• J.D. from an accredited law school
