Job Description
Sinclair Broadcast Group (SBG) is seeking a Technical Business Manager to support the IT Business Management Office. The position will serve two primary functions. The first function will be the oversight and continuous improvement of the IT Financial management process using the Technical Business Model (TBM) framework. This oversight will include IT budget planning, forecasting, monitoring, and reporting. The role will include the development of IT financial models for product acquisitions and proposed initiatives. The scope of portfolio will include oversight of all IT operational and capital expense budgets.

The second function will be the management of special programs related to corporate M&A initiatives . This senior role will serve as the liaison between the Corporate Development team and the Information Technology department. The role will collaborate closely with IT and senior management to ensure the planning, design, communication, and deployment of IT services are included in all corporate development and SBG business development engagements.

This position will report directly to the Director, IT Service and Business Management as the leader of IT's Business Management Office (BMO). The role will have visibility into all of Sinclair's IT spend and provide an opportunity to interface with leaders across the business. Responsibilities include:
• Oversee and manage the IT Financial Management process, establish KPIs, and performance metrics
• Lead the preparation of the yearly IT operational and capital expense budget
• Work with the corporate planning and budget office to prepare monthly expense forecast and provide narratives to explain positive or negative forecast variances
• Monitor and track IT financial performance using detailed reports and executive dashboards and leverage TBM methodology and tools
• Prepare monthly, quarterly, and annual revenue financial reports to the CIO and highlight areas of business unit underperformance and recommend solutions
• Ensure adherence to all financial governance processes related to expense request
• Direct the management and tracking of invoices related to IT expenditures, working with corporate accounting
• Manage and track IT project / initiative expenses, working with cross functional teams and delivering return analysis
• Independently identify opportunities and make recommendations to improve the financial process within IT
• Work with closely with audit company to confirm IT Financial Management compliance with required controls
• Serve as the primary liaison between the IT department and the SBG Corporate Development office during M&A transactions
• Identify and assemble IT teams required to onboard and support special project engagements
• Maintain visibility and awareness of upcoming corporate business development activities and maintain an activity roadmap
• Develop and communicate plan books and processes used to manage IT areas of M&A activities
• Provide consulting and advisory services to determine the optimal methodology for special project delivery
• Demonstrate successful stakeholder management, process adherence, accountability, learning agility and risk management capabilities

Education Degree and Required Experience:
• Bachelor's Degree in relevant field required, MBA preferred
• Minimum of five (5) + years of IT financial management, analysis, and reporting
• Knowledge and demonstrated use of business reporting and financial tools (i.e. Apptio, Oracle, Excel, Informatica, Cognos, Microsoft Access, etc.)

Preferred Experience:
• Demonstrated capabilities in IT operational and capital expense management
• Accomplished in the establishment of financial management metrics and performance targets
• Demonstrated ability to deliver executive level presentations, dashboard, and other forms of communications
• Ability to work with multiple areas of the business and develop strong working relationships to
• Understanding of technology processes, services, and functions
• Capability to lead IT financial analyst in the achievement of IT performance goals
• Skilled in using business reporting and financial tools to transform large amounts of data into meaningful information
• Established self-starter and outcome driven performer with excellent organizational, interpersonal, verbal, and written communication skills
• Customer service orientation is mandatory
• Advanced experience with negotiation and conflict resolution techniques that lead to win-win outcomes
