HR Compliance Manager (OFCCP & Employment Compliance)
OVERVIEW

The Manager, HR Compliance is responsible for the development and delivery of support for ongoing employment compliance, including the employment-related requirements applicable to federal contractors and other federal, state, and local employment requirements. This role will develop and implement the federally required Affirmative Action Program and provide direct support for conducting OFCCP and other government agency audit preparation and compliance reviews. This role is also responsible for preparing internal analysis on EEO data and reports, conducting statistical and other required reporting for federal, state, and local agencies, and internal staffing diversity metrics. This role requires staying current on legislation and regulatory changes that apply in the states in which NPR and its subsidiaries employ staff, and developing project plans to implement regulatory requirements and maintain compliance.

RESPONSIBILITIES
• Formulating and executing plans that support compliance, including developing and proposing corrective actions as applicable as well as establishing protocols for OFCCP and other government agency audit preparation and compliance reviews
• Complying with applicable government reporting requirements, including preparing and auditing data for required reporting for federal, state, and local agencies.
• Working across divisions and departments to elevate awareness of employment compliance requirements
• Ensuring appropriate documentation, interpretation, and communication to leadership and HR Business Partners in the implementation of the AAP plans
• Designing AAP progress reports and communication strategy for Talent Acquisition leaders, HR Business Partners and business leaders
• Preparing internal diversity tracking reporting and responding to internal requests for EEO data and reports
• Supporting OFCCP data reporting, including the extracting of large and complex datasets through programming and query tools; interpreting the results using statistical analyses; and developing reports and executive-level presentations
• Monitor federal and state legislation and regulations as they relate to employment and human resources.

QUALIFICATIONS

EDUCATION: Bachelor's Degree

REQUIRED SKILLS
• 3 plus years of relevant work experience in analytics or regulatory compliance
• Knowledge of and practical experience with interpreting and applying employment compliance laws and regulations
• Experience in creating and managing programs or processes that are compliant with regulatory requirements
• Ability to analyze data, form conclusions, and propose recommendations
• Prior experience developing and producing routine and ad hoc reports, dashboards and synthesizing information into presentations
• Must possess strong analytical, problem solving, and investigative skills
• A high degree of professionalism and confidentiality as well as discretion in working with highly-sensitive information
• Embraces diversity, equity and inclusion in the workplace
• Advanced proficiency in Excel

PREFERRED SKILLS
• Direct applied experience with OFCCP audits, AAP development and implementation, and federal contractor required reporting (including federal, state, and local) is preferred.
• Experience working with Ultipro/Ultimate HRIS system is a plus
